General Description of the Position
Under general supervision of the Dean for the College of Agriculture, Sciences & Technology, the Fiscal & Budget Analyst is responsible for all work associated with federal, state and private grants and performs tasks which require accounting and analytical expertise.

Essential Functions
The following are the functions essential to performing this job.
- Manage grants more than 50 million.
- Review, reconcile, and evaluate monthly budgets, and financial reporting system reports for unit accounts. Assists with fiscal planning, development, and management of annual budgets.
- Oversee reconciliation and oversight for petty cash accounts.
- Manage and reconcile CentreSuite expense reports.
- Collect, analyze and evaluate financial data from a variety of sources.
- Communicate with federal and state agencies to resolve discrepancies, preclude errors, and prevent delays in processing.
- Approve requests, verify coding for transaction processing or cancellation.
- Request funds from state appropriations and Federal granting agencies as needed.
- Develop and recommend policies and procedures consistent with state and federal accounting, rules, regulations, priorities, objectives and new federal mandates.
- Perform audits of documents to ensure proper accounting of funds.
- Provide assistance in departmental budget preparation and management.
- Responsible for fiscal integrity of the general ledger funds.
- Direct supervision of Accountant III and student employee; co-supervisor responsibilities for Technical Secretary.
- Performs miscellaneous job-related duties as assigned.

- Demonstrated proficiency in analytical skills and accuracy in all phases of work.
- Excellent oral and written communication and organization skills.
- Demonstrated proficiency in application of accounting knowledge.
- Ability to perform mathematical computations.
- Proficient use and knowledge of MS Office Suite (Word, Excel, PowerPoint, Access).

Qualification Standards
- Education: B.S. in Accounting, Business Administration, Finance or seven years of accounting experience. MBA preferred.
- Successful experience: Two or more years of successful work experience in bank reconciliations and financial statement preparations. Two or more years of successful work experience in accounting principles, practices, and procedures. Two or more years of successful work experience in data entry.
- Other preferences: One or more years of experience working with federal and state grants at a university or college business office. One or more years of successful experience with Delaware state accounting system (DFMS) and/or Banner Software. One or more years of successful experience managing, analyzing and reporting using Microsoft Excel, Microsoft Word, Access, and PowerPoint.
