SENIOR ASSOCIATE VICE PRESIDENT, HUMAN RESOURCES MANAGEMENT

The Position: Central to the University's continued success is the recruitment, development, retention, and advancement of highly-qualified and diverse faculty and staff, Cal State LA seeks a forward-thinking and dynamic leader for the position of Senior Associate Vice President of Human Resources Management (SAVP HRM). This position provides vision and strategic leadership for the planning and implementation of innovative, integrated human resource programs. The successful candidate will understand higher education and have demonstrated significant achievements in large, complex, decentralized organizations with a wide array of diverse stakeholders, including represented employees. Reporting to the Vice President for Administration and Finance/Chief Financial Officer (VP/CFO), the SAVP HRM will provide leadership and direction to the professional and support staff responsible for the development of University-wide human resource strategies that are effectively implemented through the assigned functions of: Recruitment and Talent Acquisition; Workers' Compensation; Disability Accommodations; Employment Services; Compensation and Classification; Payroll; Benefits and Retirement; Labor and Employee Relations and Compliance. The SAVP HRM is responsible for providing programs and systems that reflect the University's commitment to personal and team excellence in support of student achievement and developing programs that serve to recruit, retain, and support a diverse and highly qualified workforce. The SAVP offers counsel to the campus community on matters related to the areas of human resources management (HRM). Provides strategic leadership in the areas of HRM, including developing guidelines, policies and strategies for recommendation to the VP/CFO, President, and/or Senior Leadership. The successful incumbent will provide interpretation, administration, and implementation of: Applicable federal and state laws and regulations; California State University (CSU) and campus policies, procedures and guidelines; and Collective bargaining agreements. The SAVP HRM will develop programs and services aimed at fostering productivity, innovation, safety and a climate of achievement in the workplace. This position will mandate the highest level of integrity while championing the selection of a diverse, qualified, and competent workforce in support of the mission and values of the University.
Required Qualifications & Experience: Bachelor’s degree from an accredited college or university in business administration or a related field and eight years of extensive experience in the administration of a human resources management function. A broad knowledge of human resource functions as well as extensive management experience acquired through increasingly responsible positions over a period of not less than five years in a college/university of comparable size and complexity; state or federal government agency; or the private sector. The incumbent must have demonstrated experience in working effectively as a member of a senior leadership team. Experience with collective bargaining agreements and labor-management relations; with the application of the principles of inclusion, equity, civility, and access in an organization setting; with and/or understanding of payroll systems and administration; and experience as a program builder and as an effective champion for organizational change. The incumbent must have an understanding of academic/faculty, staff, and student employment in a shared governance environment. Strong commitment to service and personal accountability. Demonstrated record of building strong, collaborative relationships across organizational lines. Demonstrated history of building a strong and cohesive team that excels in customer service and support. Demonstrated success in a service-focused environment and commitment to customer engagement. The incumbent must have exceptional interpersonal and communication skills, with the ability to engage stakeholders at all levels of an organization; strong writing and presentation skills, with the ability to create effective communications for broad public distribution; outstanding analytic skills and demonstrated ability to apply data to program and operational design to strategically drive organizational change; and demonstrated leadership skills, extensive management, and supervisory experience. The incumbent must have the ability to successfully formulate and implement forward-thinking strategies; develop and inspire a diverse professional staff; develop, lead and manage the design and implementation of human resources management functions and projects in a complex and unionized organization; and ability to represent the University effectively and professionally. The incumbent must have a demonstrated interest and/or ability to work in a multicultural/multiethnic environment. Desired Qualifications: Master’s degree from an accredited college or university in a related field. Graduate degree from an accredited institution of higher education in Human Resource Management, Labor Relations, or a similar or related degree, such as a Juris Doctorate or MBA and/or SPHR and/or SPHR-CA certification from the Society of Human Resources Management. Experience working in a college or university setting with a diverse and unionized workforce; Leadership experience in higher education; and working with faculty personnel processes (Retention, Tenure, Promotion). Demonstrated record of being an effective communicator who can successfully support and advance issues that impact faculty, staff, administrators, students, and the University in general. Demonstrated experience in working effectively with a unionized workforce and skill in developing effective performance management systems. Familiarity with the California State University System.
Compensation: Salary is commensurate with experience and qualifications. Salary range is $6,891 - $22,119/monthly. (Budgeted Hiring Salary Range: $15,800 - $19,300/Monthly). A comprehensive benefits package is provided.
Appointment: The Administrator III appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
