Position Summary/Purpose of Position:

Reporting to the Associate Director, the Assistant Director of P&C-Project Management is responsible for the leadership and coordination of the project management program.
This position will be one of the members of the leadership team for this department. Close coordination and cooperation with these other positions and associated staff is required to facilitate the successful completion of projects.

General responsibilities include strong leadership of staff consisting of: Project Managers, Project Manager Associates, and Project Coordinators. Project Managers implement campus projects from inception through design and construction in a manner which will result in on-time, within budget job performances consistently producing high levels of customer satisfaction. The AD is also responsible for managing and coordinating the support functions of the On Site Construction Representatives, and Project Controls Specialist. AD responsibilities include review of all incoming work requests to determine appropriate implementation path and project manager assignments. With the support of the Project Controls Specialist the AD will be responsible for developing and maintaining a master project performance schedule and reviewing all project reporting systems for accuracy and completeness and will be expected to take necessary and immediate action for those projects which are deemed to be behind schedule and over budget. The AD will also be responsible for construction safety on project sites.

Other duties include working closely with the Assistant Directors of Planning and Construction to develop procedures and construction standards.

Minimum Qualifications:

Education:
  • Bachelor’s Degree required. Degree in Architecture, Engineering, Construction Management, or related field.

Experience:
  • Minimum of ten (10) years of progressively responsible related experience, which includes managing multiple renovation projects, large, new construction projects, and managing A/E (design) consultant services and construction administration.
  • Five (5) years must have been in a position of project leadership managing and coordinating activities of a project team and three (3) years of supervisory experience.
  • Experience managing construction projects under a range of delivery methods, including GC, DB and CMAR contracts.

Knowledge, Skills, and Abilities:
  • Ability to lead and supervise professional staff in the management and implementation of multiple construction projects.
  • Thorough knowledge of construction management practices.
  • Ability to effectively communicate (in oral and written form) and to use a computer for email, correspondence, report and automated project management systems.
  • Ability to create management reports.
  • Ability to coordinate work with customer departments, campus administration, designers, other project managers, government agencies, and other service and support agencies.
  • Ability to manage project finances, make and review estimates, negotiate contract change orders with A/E firms and contractors, and to develop and manage value-engineering efforts. Ability to perform contractor and A/E evaluations.
  • Ability to review construction drawings and specifications for constructability.
  • Knowledge of national, state and local codes and regulations applicable to the design and construction of facilities.
  • Ability to function in a team oriented environment, taking on new tasks with enthusiasm and energy.

Preferences:

Preferences:
  • Experience in an educational setting.
  • Professional registration and/or advanced degree desired; LEED accreditation and LEED project experience desired.

Additional Certifications:

  • Must possess and maintain a valid Maryland Class C Driver’s license or equivalent with fewer than 6 points.

Physical Demands

Incumbent works predominantly in an office environment, however, incumbent is required to perform site visits and/or to assess condition of facilities, and to visit project construction sites. When visiting job sites, incumbent is expected to wear appropriate personal protective equipment. Position is telework eligible up to 2 X’s per week, subject to departmental approval.
