Program Manager for City Data Alliance

Job Description

The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a Program Manager for City Data Alliance to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.

As a Program Manager for the City Data Alliance, you play a critical role in our organization to deliver the Bloomberg Philanthropies City Data Alliance program with participants across the US, Canada, and Latin America. The Program Manager will provide critical support to a team that delivers direct technical assistance and coaching, training, and resources to cities focused on improving resident outcomes with measurable impact through data and performance management practices.

This role will provide direct support in the design and delivery of the City Data Alliance program - liaising between GovEx’s team who provide coaching and technical assistance and the GovEx Academy, as well as to external partners. The program manager will manage the portfolio of activities integral to the success of the City Data Alliance program including, but not limited to communicating program updates and outcomes through regular reporting, maintaining alignment with program timelines and intended outcomes, and contributing to program improvement and continuous development.

Since 2015, GovEx has supported over 10,000 public sector leaders in 37 countries, and over 568 cities, counties, and states by providing coaching and technical assistance; research and analytics; training and capacity building; and human resource support. Specific Duties & Responsibilities

Program Management 65%

  • Develop program timelines and assess resource allocation plans.
  • Monitor program progress and performance, identifying risks and issues, and implementing corrective actions as needed.
  • Establish and maintain relationships with stakeholders, including clients, partners, and vendors.
  • Communicate program updates, achievements, and challenges to stakeholders and senior management.
  • Evaluate program outcomes and impact and make recommendations for program improvements or adjustments.
  • Manage the process for content design and development of the CDA program, in collaboration with the Director of the City Data Alliance, internal and external subject matter experts, and facilitate the delivery of related program activities.
  • Support program delivery including planning and delivering virtual and in person events as needed and collaborating with external speakers to ensure alignment and retrospectives to assess key learnings and refinements to the CDA program.
  • Ensure compliance with relevant regulations, policies, and procedures.
  • Provide leadership, guidance, and mentorship to program team members.
  • May supervise project management or coordination staff.
  • Contribute to strategic planning and decision-making processes at the organizational level.
  • Partner with internal and external stakeholders to implement grant deliverables, timelines, outcomes, and impact.
  • Assess client needs, identify the resource best positioned to meet them, and activate internal subject matter experts or external partners.

Relationship Management 35%

  • Build and maintain strong relationships with stakeholders: philanthropy, partner organizations, city leaders, program team, elected officials, and other critical stakeholders.
  • Represent GovEx to external stakeholders including governments, philanthropy, nonprofit organizations, and academic and public sector leaders.
  • Maintain effective communication and feedback channels with executives, managers, program team, and partners to keep the program aligned with goals.
  • Collaborate with internal and external evaluators to track and report program participation and demographics.
  • Coordinate partner and client engagement in collaborative design and delivery. Provide project updates to internal and external stakeholders and manage stakeholder expectations.
  • Work with the Communications team to promote our work through blogs, podcasts, and other written and multimedia materials.
  • Develop, recommend, and administer policies, procedures, and processes in support of programmatic operations.

Special Knowledge, Skills, & Abilities

  • Experience working in and/or with local, state, or national governments.
  • Working experience of local or state government data and performance management practices; Program leadership experience within local government is an asset.
  • Demonstrable experience in program management and project management of complex initiatives from design to completion
  • Knowledge and experience working in data management, research, and/or analytics.
  • Ability to collect and synthesize information.
  • Experience with data management, program evaluation, storytelling, and/or grant reporting.
  • Strong professional writing, public speaking and training skills
  • Ability to manage complex relationships with program stakeholders and funders.

Minimum Qualifications

  • Bachelor's Degree.
  • Five years related experience.
  • Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Masters Degree in a related discipline.
  • Eight (8) years related experience around program management and development.
  • Eight (8) years working experience around data and performance practices with and/or within government, in public policy, public administration, or a related field, particularly within local or state governments at the leadership capacity.
  • Experience managing data in Air table.
